黑龙江省绿色食品加工业发展效率评价研究

     

摘要

Although the Green Food processing industry is developing rapidly,its efficiency falls short of expectations.With regard to the Heilongjiang province,in order to formulate an appropriate industry development policy,it is important to evaluate the efficiency of the Green Food processing industry.This paper analyzes the input-output features and the returns of the industry between 1999 and 2012 by using the C 2 R DEA method.The results show that since the year 2008 the overall development efficiency has been relatively low and that the resources put into the industry have not been optimized. Therefore,it is necessary to transform the development mode of the industry in order to optimize the resources,to increase the added value of the products and to pay more attention to DSM so as to promote the efficiency.%黑龙江省绿色食品加工业的产业规模与发展速度较快,但发展效率并不显著。科学评价黑龙江省绿色食品加工业的效率是正确制定产业发展政策的重要前提。通过 C 2 R 模型对黑龙江省绿色食品加工业2000—2013年的投入产出特征与规模收益进行实证分析,研究结果表明:黑龙江省绿色食品加工业2008年以来的总体效率偏低,绿色食品加工业资源配置未能达到最优状态。根据实证分析结果提出的政策建议:促进产业发展方式向集约型、效益型和外向型转变,优化投入要素结构并提高产品附加值和产业获利能力,注重需求侧管理以促进产业既“增量”又“增效”,从而推动黑龙江省绿色食品加工业的可持续发展。
