促进资源枯竭型城市转型的政策支持系统构建

摘要

With the constant reduction of major resources, resource-exhausted cities have to choose for a transformation path. In trans- forming pocess, resource-exhausted cities all have the problems in terms of the lack of resources, single industrial structure, deteriorat- ing ecological environment and prominent social contradictions. In order to promote the smooth transformation of resource-exhausted cities, China should build a public policy support system consisting of industrial policy, finance and taxation policy, environmental pro- tection policy and social security policy to crack the dilemma of transformation and undertake the responsibilities for resource allocation, policy guidance and the sustainable development of urban society and economy.%随着主体资源的不断减少,资源枯竭型城市面临转型的路径选择。在转型的过程中,资源枯竭型城市无不受到资源匮乏、产业结构单一、生态环境恶化、社会矛盾突出等问题的困扰。国家需要构建由产业政策、财税政策、环境保护政策、社会保障政策等为主要内容的公共政策支持系统,破解城市在转型中的困境;更应承担起资源分配、政策引导的职能及城市社会经济持续发展的责任,以顺利推进资源枯竭型城市的转型。
