资源型城市经济转型中公共政策评价问题及对策

摘要

In recent years, the transition of resanrce-based cities becomes a hot topic in China＇s economic reform, so the related policy on it is a systematic engineering. Now 44 recourse-based cities aided by the government have stepped into the evaluation stage. The research shows that there exist non-independence in the third--party evaluation and nonstandard in evaluation indicators. The government should advance the process of economic transition of recourse-based cities through promoting diversified policy evaluation subjects based on the third party, establishing standard indicator systems on policy evaluation, and focusing on the differences as well as evaluation on public policy to adjust it timely.%资源型城市的转型是近年来我国经济改革热点问题，有关资源型城市经济转型政策是一个系统工程。目前，我国重点扶持的44座资源型城市已进入评价阶段。通过研究发现：政策评价中存在着第三方评价的非独立性。评价指标非规范性等问题。我国应推进以第三方为主的政策评价主体多元化，建立规范的政策评价指标体系，重视差异性问题。同时需要在资源型城市经济转型中更加注重公共政策实施的评价，以便有针对性的及时调整，从而推进我国资源型城市经济转型的进程。
