黑龙江省产业园区发展方式与对策探析

摘要

The industrial park in Heilongjiang Province has the problems in terms of lack of endogenous power, imperfect supporting ser-vices system, low industry concentration, immature park management system, single investment and financing channels and serious pro-fessional brain drain. Based on resource endowments and industrial structure, the government should accelerate intensive, agglomeration and sustainable development, develop resource-based economy and high-end producer services, expand the size of commodity circulation and trade with Russia, create a talent pool of senior professionals and others in finance, business, logistics and other modern service indus-try, and meet demands for talents of key park and industry.%目前，黑龙江省产业园区存在内生动力不足、配套服务体系不健全、产业集聚程度不高、园区管理体制不成熟、投融资渠道单一、专业人才流失严重等问题。黑龙江省应依据资源禀赋和产业结构，加快推进集约式、集聚化和可持续的发展方式，大力发展资源型经济和高端生产性服务业、努力扩大商品流通规模和对俄贸易，全面搞好推进人才对接，解决好实用型高级产业人才以及金融、商务、物流等现代服务业人才紧缺问题，满足重点园区、重点产业的人才需求。
