Owing to the factors including low economic development, traditional system of urban-rural segmentation, weak development of alternative industries in resource-based cities, small urban density and low quality of rural labor force, the process of urbanization in Hei-longjiang province is not only relatively slow, but also confronts with issues like low-level development, irrational size and structure, ex-tensive mode of development and lack of motivation. The government should start from balancing urban and rural development, accelerate reform and innovation;improve urban development system, strengthen radiation driving force of small and medium cities;optimize infras-tructure construction, create better living and development environment for residents;adjust and optimize industrial structure, enhance ur-ban development momentum;develop township enterprises, increase the level of service industry.%受经济发展水平较低、城乡分割的传统体制、资源型城市发展接续产业乏力、城镇密度小、农村劳动力素质低等因素影响，黑龙江省城镇化进程不仅相对缓慢，还存在着建设质量不高、城市规模结构不合理、城镇化发展方式粗放、城镇化发展动力不足等问题。黑龙江省应从城乡统筹发展入手，加快体制改革和机制创新；完善城市发展体系，加强中小城市辐射带动力；优化城镇基础设施建设，为居民营造良好的生存发展环境；调整和优化产业结构，提高城镇发展后劲；大力发展乡镇企业，提高知识性服务业水平。
