目前，我国政府采购管理过程中存在的问题是：在采购主体方面，采购专业人才匮乏、依法采购观念淡薄；在采购范围和规模方面，扩张趋势明显，但整体经济贡献力度较低；在采购环境方面，缺乏公平公正的有效竞争环境；在采购监督方面，信息公开滞后、监督职责不明、预算执行不到位。其改进措施是：强化依法采购观念，打造专业采购队伍；扩大政府采购服务，创造经济发展新动力；坚持公平公正原则，构建有效竞争环境；落实监管部门职责，创新采购监管方式。%There are problems for the management of China's government procurement now, including shortage of personnel with special-ty, weak consciousness of procurement according to law, an obvious trend of procurement expansion with a poor economic contribution, and lack of a fair and just environment for efficient competition. In addition, as to supervision over the procurement, there are delayed informa-tion publication, undefined responsibilities and incomplete budget enforcement. The improvement approach is proposed, including strengthening the consciousness of legal procurement, building professional teams, widening government procurement coverage for services to create new powers for economic growth, persevering to the principle of fairness and justice in building an efficient competition environ-ment, putting duties of the regulatory authorities into practice with innovation of supervision pattern.
