对重大项目社会稳定性风险评估的探讨

摘要

The assessment of social stability risks of major projects concerns not only the fields of production and life in the society, but also have a strong influence on the building of a harmonious socialist society. However, relative sections have ambiguous judgment of the risks of social stability and the unsound assessment mechanism seriously hinder the assessment and the smooth run of major projects re-lating closely to the people's interests. China should enhance legalization of the risk assessment, issue responsibility regulations about so-cial stability risk assessment to ensure legal and regulatory basis for the assessment. The government should also define the key variables of the assessment and improve the overall scientific degree of the assessment result through quantifying objective and subjective indexes. Finally, it should enrich the subject of assessment and foster risk assessment market for laying a good foundation for the development of major projects and coordinating the relations between the projects and the people's interests.%重大项目社会稳定性风险评估不仅关系着社会各生产、生活领域的发展，而且于我国社会主义和谐社会的构建也具有重要影响。然而目前我国相关部门对社会稳定性风险价值判断的模糊性和评估机制的不完善严重制约了重大项目社会稳定性风险评估工作的开展，也阻碍了与人民利益息息相关的重大项目本身的顺利开展。我国应加强重大项目社会稳定性风险评估立法，出台社会稳定性风险评估的责任规定，确保风险评估工作有法可依，有理可循；明确风险评估中的关键变量，通过量化主客观指标，进而从整体上提高重大项目社会稳定性风险评估结果的科学性；丰富评估主体，培育风险评估市场，从而为促进重大项目的建成和协调项目与人民群众的利益关系奠定良好基础。
