The construction of major projects easily leads to social stability risk, which has caused the attention of governments at all levels and the community. The social stability risk assessment for major projects has become the pre-procedure and important basis for project approval. Governments at all levels have accumulated some successful experiences in the social stability risk assessment for major projects, but there are also many problems. This paper identifies problems in the social stability risk assessment for major projects through policy text analysis, finally forming a list of problems. This paper shows that the problems identified in social stability risk assessment for major projects can be summarized into three main aspects: assessment organization, assessment operational mechanism, and assessment safeguard measures. This provides a feasible way to improve the social stability risk assessment for major projects.
