档案开放程序规制构建的流程与方法

摘要

档案开放流程的规划与设计，是连接档案开放主体和客体的核心要素，也是决定档案开放程序规制目标实现的重要保障。从目标、起点和终点、内容和环节、关键活动、瓶颈活动对档案开放程序规制的流程进行系统分析与设计，从“涉密”档案的解密审查、档案开放鉴定、开放档案的公布利用服务、利用评估与反馈对档案开放程序规制流程的实施方法进行探讨。%Planning and designing process of ac⁃cess to archives is a key element not only connect⁃ing subject and object,but also an important guaran⁃tee to realize the goal of procedure regulation on ac⁃cess to archives. The paper analyses and designs thoroughly the goal,origin and destination, content and process,key activity and bottleneck activity of procedure regulation on access to archives. Then it studies the implement method of procedure regula⁃tion on access to archives by checking classified ar⁃chives, the archive appraisement on access, utiliza⁃tion service, publishing ,evaluation and feedback.
