菲律宾吕宋电网系统崩溃及黑启动措施分析

         

摘要

电网崩溃是指输电网或者互联电网部分失去电力而停电的状态,电网崩溃很难避免,规模比菲律宾吕宋电网更大的印度、巴西、北美和欧洲电网都相继发生了系统崩溃事故.停电后的电力恢复极为关键而又非常复杂.文中以菲律宾吕宋电网2010年7月14日全网大停电事故为例,重点研究了电网大停电后机组的黑启动运行以及随之的电网恢复过程,分析了吕宋调度在恢复电网运行过程中所采取的黑启动方案和遇到的主要问题及经验教训,并提出了改进措施.%Blackout is a condition that a certain transmission grid,large portion of interconnected transmission grids or networks experiences a total loss of power.This condition is evidently unavoidable as stronger and more robust systems than Luzon Grid like Indian,Brazilian,North American and European networks have already experienced blackouts in the past few years.Restoration following up blackout is urgent and technically complicated up to the lost.This paper mainly focuses on the blackstart of generators and subsequent restoration of the entire grid.Following the occurrence of Luzon Grid wide blackout on July 14,2010,this manuscript provides an overview and describes the key actions undertaken by the Luzon system operator(LSO)in restoring the Luzon Grid.and also gives suggestions for improvement based on those experiences.Difficuhies encountered in the actual system restoration and certain measures needed to improve the restoration process are also discussed in this paper.
