电力系统旋转事故备用容量的配置研究

         

摘要

Safe and economical operation of a power system relies on the proper scheduling of spinning contingency reserve capacity.With the continuous development and progress in the power system, the existing standards for the spinning contingency reserve capacity need to be improved.Standards for spinning contingency reserve capacity in different countries are summarized and systematically analyzed.Proceeding from the system frequency response demand for the reserve capacity, three aspects for a proper suggestion regarding spinning contingency reserve capacity are proposed including the design principle,evaluation index and assessment methods.Some suggestions are made for the value range of the index.A case study based on a provincial power grid structure is presented with the effectiveness of the reference algorithm confirmed.The research results are expected to make a contribution to improving the scheduling of spinning contingency reserve and operation standards in the power system.%合理安排旋转事故备用容量是保证电力系统安全、经济运行的重要措施。随着电力系统的发展和电力技术的进步,现行的旋转事故备用容量配置原则亟须改进。文中对国内外旋转事故备用容量配置标准进行了系统梳理与分析,从系统频率响应对备用容量的需求出发,提出了旋转事故备用容量配置方案的设计原则、评价指标及评估方法,给出了建议的指标取值范围。最后,以某省规划网架为算例,仿真验证了研究方法的合理性。研究成果对完善电力系统规划、运行标准具有参考价值。
