构筑河南省粮食生产核心区的土地资源安全保障体系

摘要

To solve the contradiction between supply and demand of land, the construction of land resource security guarantee system is an important part to coordinate the economic development and cultivated land protection in the core grain production region. Based on the deep analysis on the land resources characteristics and problems using the combined method of literature review method with qualitative and quantitative analysis, we constructed the land resource security system for different categories according to the land use principles of optimization, intensivism, improvement, and overall planning, and proposed the corresponding supporting measures. The results showed that controlling the new increase, promoting the reclamation and improvement of land are the basis for land resource security, clearing the idle, improving the utilization rate of stock are the core of the efficient use of land resources, and establishing a unified urban and rural construction land market is the key to promoting the economical and intensive utilization of land resources, providing scientific basis for the sustainable utilization of land resources in the core grain production regions.%解决土地供需矛盾,构建土地资源安全保障体系,是协调粮食核心区经济发展与耕地保护重要内容.采用文献资料法和定性与定量分析相结合方法,在深入分析河南省土地资源特点及问题基础上,根据优化、集约、改善、统筹等土地利用原则,分类构建了土地资源安全保障体系,并提出了相应保障措施.研究表明:控制新增、推进土地综合整治是土地资源安全保障的基础,清理闲置、提高存量利用率是高效利用土地资源的核心,建立城乡统一的建设用地市场促进土地资源节约集约利用的关键.研究为粮食核心区土地资源的可持续利用提供了科学依据.
