试论基于服务型政府的我国电子政务法律体系的构建

摘要

现阶段,我国电子政务法律建设远远落后于电子政务本身的建设,阻碍了电子政务的进一步发展。因此,建立一套完整的电子政务法律体系以规范我国电子政务的发展,进而促进服务型政府建设已是一件刻不容缓的事情。首先,我国应该制订和完善实施电子政务的基础性法律;其次,要制订和完善电子政务活动的核心性法律;最后,要制订和完善电子政务活动的运作性法律。%The legal construction of e-government falls far behind the building of itself in China,which greatly hinders the further development of e-government.Therefore,the establishment of a complete legal system to regulate the development of e-government in China is a pressing matter.China should first implement and refine the basic law of e-government;Secondly,we should implement and refine the core law of e-government activities;Finally,develop and refine the operational law of e-government activities.
