基于BSC和ANP的烟草市场专卖监管效能评价研究

摘要

评价问题的关键在于指标体系的构建和权重的确定.根据平衡计分卡思想,系统解构烟草市场专卖监管效能的驱动因素及其实现机制,进而从利益相关方、财务、业务流程、学习与成长四个维度设计其评价指标;运用网络层次分析法,在充分识别指标间相互关系的基础上确定各指标的权重,最终形成一套针对我国地市级烟草市场专卖监管效能的评价体系.%The key points of evaluation are to construct indicator system and to determine weight of these indicators.Based on balanced score card theory,the driving factors and realization mechanism of tobacco monopoly regulation effectiveness are systematically deconstructed,and the evaluation indicators are designed in four dimensions,i.e.stakeholders,finance,business process,and learning and growth.The weight of the indicators is determined in light of fully identifying their interaction through analytic network process.An effectiveness evaluation system of monopoly regulation at municipal tobacco monopoly level is thus proposed.
