基于加性DEA－Tobit模型的中国水资源利用效率分析

摘要

选取了我国2004～2013年31省市的数据，并依据改进的加性DEA模型对我国的水资源利用效率进行了评价，然后采用Tobit模型分析了我国水资源利用效率的影响因素。研究结果表明：在时间序列上，我国的水资源利用效率呈“U”型；东、西部的水资源利用效率在2008年之后呈上升趋势，并且与中部的差距不断拉大；上海、江苏的水资源利用效率逐年上升，在2013年之前达到了DEA有效；经济水平对水资源利用效率有明显的正相关关系，产业结构、政策因素和基础设施建设水平对水资源利用效率有明显的负相关关系。%This paper estimated the water resource utilization efficiency and its influencing factors based on the data of 31 provinces in China from 2004 to 2013, analyzed the water resource utilization efficiency and the influence factors by using the im-proved additive DEA model and Tobit regression model.The results were as follows:In the time series, the water resource utiliza-tion efficiency in China showed a “U” type; The water resources utilization of east and west rise after 2008, with a growing gap between the middle;The water resource utilization efficiency of Shanghai and Jiangsu increased year by year, and both reached an effective degree before 2013;Economic level existed a significant positive correlation on the water resource utilization efficiency, but industry structure, policy factors and level of infrastructure existed significant negative effects.
