基于农民心理视角的宅基地制度改革思考r——以江西省余江县为例

摘要

通过对余江试点的实地调查发现,余江宅基地制度背后蕴含大量"人"的心理因素设计,从农民心理视角分析了余江的典型宅基地制度,并提出了未来我国宅基地制度改革需要把握的重点:(1)宅基地制度的设计必须以掌握和实现农民内在需求为基本政策尺度;(2)宅基地制度的推行应当依托和发挥村民自治;(3)践行"以人为本"是宅基地制度有效运行的关键.%The field survey of Yujiang county found that the homestead system contained a large number of people' s psycho-logical factors. The author analyzed the typical homestead systems of Yujiang county from the perspective of farmers' psychology, and put forward the key points of future homestead system reform in our country:the design of homestead system must take grasp-ing and realizing farmers' inner demands as the basic policy measure;the implementation of homestead system should depend on and give play to farmers' autonomy; fulfilling the "people-oriented" idea was the key to effectively implement rural homestead system.
