我国非政府组织发挥社会功能的制约因素与路径选择

摘要

Nowadays,non-governmental organizations (NGO)in China have played a positive role in mobilizing social re-sources,expressing interests needs,making up government failure and adjusting political structure.However,there is still room for further expansion in their role.The institutional environment,management system,and the organization′s own limitation in capabil-ity and values are the main factors that restrict NGO in playing their social function effectively.To facilitate the effective fulfillment of social function of NGO,the following countermeasures are put forward:the promotion of the ruling party as the leading force,the reform of government management system as the prerequisite condition,the improvement of the social supervision mechanism as the external force,and the change of the concepts of control,doubt and dependence as the deep dynamic force.%当前我国的非政府组织在动员社会资源、表达利益诉求、弥补政府失灵和调整政治结构等方面发挥了积极的作用，但这些作用的发挥还存在进一步拓展的空间。而制度环境、管理体制、组织自身能力和价值观念则是制约我国非政府组织社会功能有效发挥的主要因素。要充分推动和促进我国非政府组织社会功能的有效发挥，其中执政党的推动是主导力量，改革政府管理体制是前提条件，社会监督机制的完善是外在动力，转变控制、怀疑和依赖观念是深层次的观念动力。
