Japanese foreign policy and the war in Vietnam, 1964-1969.

1. The necessary and sufficient constraints of Japanese Foreign Policy are given a value analysis, and empirical data is examined within categories derived from Systems Theory.;3. In the International Economic Environment it was found that the Vietnam war had been significant in the stimulation of Japanese Exports, but that these exports were not themselves necessary constraints on Japanese Economic growth. However, war-related exports have been sought through latent policy choice, within the overall terms of Japanese support for the United States.;4. The Japanese Government has been very free in permitting the use of United States' Bases in Japan for American military operations in South East Asia. These have only rarely extended to combat activities by United States' Forces in Japan. Nevertheless, the extent of the strategic use of Japan by the United States, represented a policy choice by the Japanese Government, and one not subject to any necessary constraints of the International Military-Strategic Environment in which if found itself.;5. In the International Political Environment it was found that Japan was not subjected to necessary constraints in its political relations with the United States. Its political support could have been withheld from U.S.' policy, and Japanese attempts to use the economic consequences of the war for political purposes in S.E. Asia represented policy choice.;2. Four aspects of value define the environments with the units in which the Japanese Foreign Policy Decision-Making System interacts.;6. Political opposition to the war and the policies of the Japanese Government in support of U.S.' policy has only partly occurred within the political system. That opposition has taken place has symbolized the popular antipathy felt to the war. However, Japanese have been unable or unwilling to link their antipathy to more direct opposition to the Security System which manifestly constrains Japanese policy and, latently, constrains the choice of its regime by the Japanese People.;7. It was concluded that, given Japanese Foreign Policy was only subject to sufficient constraints with regard to the war. 'Japanese have chosen to outstep the social necessity of their participation in murder' of Vietnamese.
