The purpose of this investigation was to measure the complex dielectric permittivity of asphalt cement samples made of HL3 and HL8 mixes with various asphalt cement contents, and to study the effects of the moisture content, sample length, mix type and asphalt cement content on the real part of the complex dielectric permittivity.;Measurements of the scatter parameters of the samples were carried out by a Hewlett Packard 8753D Automatic Network Analyzer connected to a coaxial sample holder. The scatter parameters from the network analyzer were then used to calculate the complex dielectric permittivity. The real part of the complex dielectric permittivity of all the samples was then statistically analyzed to study the effects of the moisture content, sample length, mix type and asphalt cement content.;The results indicated that, within the range of the parameters investigated, the moisture content had the most significant effect on the magnitude of the permittivity. It was observed that the asphalt cement samples with higher moisture contents yielded higher real relative permittivity values, which was consistent with data on other materials reported in the literature.
