In the early 1990's, private industries and federal agencies downsized their organizations. Although downsizing was not proving to achieve goals of reduced cost, increased productivity or greater profitability, downsizing continued to spread. As a result of the downsizing, organizations were forced to redesign their business processes to meet their staffing goals. Business Process Reengineering (BPR) is a powerful tool for organizations when repositioning during downsizing strategies. There are many tools available to assist in BPR. While no single tool is valued above others, most organizations use a combination of the tools. Simulation is a quick high level tool that will aid organizations in their decision making when implementing BPR.
