The problem addressed by this study was the absence of an established set of competencies needed by technology teachers to instruct selected biotechnology content in secondary education classrooms. This study was conducted to identify, develop, and validate the critical biotechnology competencies that should be possessed by first-year/initially certified technology teachers to include biotechnology content in their classrooms. The methodology applied to this study consisted of a Web-based modified Delphi technique that sampled a panel of graduate students, secondary education technology teachers, technology education faculty, industry and government personnel, and biotechnology education stakeholders. Delphi Round One included panel member feedback on a literature based predetermined list of biotechnology competencies. Delphi Round Two sought panel member consensus on the biotechnology competencies identified as critical by Round One. Through this study, the panel identified and reached consensus on the list of critical biotechnology competencies (eight duty bands and 47 competencies) being sought.
