Bilingual statutes, regulations, and laws: Implications for public school employees.

The problem addressed in this study focused on legal issues surrounding the education of bilingual students on federal and state levels. Based on this research, procedures for public school employees concerning the legalities of educating bilingual students in the United States are proposed.; This study traces the development of language policy issues from 1777 to 2002. Congressional law, administrative regulations, and Federal case law were examined to discover patterns and themes in the development of language policy. In turn, the findings from these data sources were analyzed to formulate conclusions, recommendations, and implications for public school employees.
