Reaching New Heights and Executive Development: Evaluation of leadership development.

Reaching New Heights and the Executive Development Program were developed to enhance leadership skills and develop a greater understanding for the Army and the installation. However, neither program was fully evaluated to determine their effectiveness and benefit to the military installation in the Southwest and to leadership development. To understand the level of effectiveness, past and current participants and mentors and committee members of both programs were evaluated to determine whether these programs were beneficial or not in their leadership development. Using a narrative format and the Army leadership manual, both programs were evaluated against the Army leadership requirement model, core competencies, and subsets to determine if they provided the leadership foundation necessary for the successful development of future leaders at the installation. Using both qualitative and quantitative analysis, it was determined that, from the participants' perspectives, both programs were not measuring up to their level of expectation. When compared to the Army leadership requirement model, the core competencies, and the 14 subsets, it was determined that both programs were not meeting the level of expectations as required by the Army. Furthermore, from the mentors' and committee members' perspectives, both programs were falling short in terms of expectations.
