A study of knowledge flow: A delineation of public education finance in Delaware.

Public education finance in Delaware has grown in complexity since the Free School Law created school districts in 1829. The current system is regulated by laws and policies that are profuse, reiterative, and subject to interpretation, which result in a time consuming mix of hard-knock learning and on-the-job training for education leaders. Out-of-date resources combined with limited to no formal training induces inefficient and ineffective use of fiscal resources. There is no tool to guide leaders in public education in Delaware seeking knowledge needed to make sound fiscal decisions.;The scope of this study focuses on the fundamental premise that "knowledge enables actions and decisions". Knowledge management is introduced with this premise, which gives leaders a basis for the unfamiliar terms associated with knowledge management. A specific decision is analyzed, and specific steps are explained on how to model the knowledge flow process to identify the knowledge needed to make informed decisions.;The methodology selected for this study is an executive position paper (EPP) and includes the following criteria which framed the format of the study: (1) Identification of an issue or problem in a setting where the researcher can gain access; (2) A literature review which informs the research questions of the study; (3) Collection of reliable information and data to understand the problem and proposed solution; (4) Formulation of a specific set of recommendations based upon the data.;This study begins with understanding the current knowledge flow process used in public education finance in Delaware and ends with a recommendation for a standards-based knowledge flow process model (KFPM) and analysis. The structuring process of knowledge flow analysis reveals patterns and gaps in complex knowledge flows by diagramming the relationships and dependencies of knowledge flow elements. The process is not dependent on selecting just the right starting point and does not include the abstract nature of knowledge commonly found in research.;The KFPM yields a graphical representation that will not only provide support for leaders in public education responsible for managing fiscal resources; it also enables greater transparency and reveals specific areas that can be targeted to increase efficiency. The study ends with an exploration of how the KFPM can be used for collaborative decision making (CDM) and professional development through the use of social networking software.
