Enhancing the Capital Regional District's Water Conservation Bylaw Program through program evaluation

The Capital Regional District Water Conservation Bylaw Program's objectives are to reduce local water use during peak demand periods and increase the long-term viability of the present water infrastructure. Meeting the Water Conservation Bylaw goals, enhances the programs' social acceptance, economic viability and long-term feasibility. This thesis examines how the Demand Management Unit can enhance the Water Conservation Bylaw Program, using goal-based and process-based program evaluation to document program achievements and develop recommendations.;The literature review of program evaluation methods, water conservation bylaw programs, and adaptive management provides context for the CRD Water Conservation Bylaw Program. The evaluation of survey and interview data establishes key issues within the Water Conservation Bylaw Program and analyzes data, establishing recommended program enhancements. Change options in the recommendations section consider social, economic, environmental, and administrative issues related to the Conservation Bylaw Program. Change management and organizational considerations provide steps in planning and implementing change.
