Systems that operate in a dynamic environment marked by changes in technology, capability, functionality, etc., or systems that are expected to take on various roles at different times, need to have built-in flexibility to counter the effect of these shifts. The design of such systems pose a challenge where the proposed solution needs to be synthesized, evaluated and optimized for a dynamic problem environment. The framework for such a problem is developed using concepts from decision theory that includes probabilistic measures of effectiveness and dynamic trade-off requirements that will enable the testing and optimization of solution concepts. The problem and methods developed are illustrated within the context of multi-role surface ship design, with particular attention being paid to the addition of ride control devices to the hull subsystem that can be dynamically adjusted in response to mission and environmental perturbations, thus enabling a dynamic trade-off capability within its operational domain. Thus, such an approach would enable a better realization of fundamental objectives of the design.
