摘要

随着全球经济的迅速发展以及国际政治关系环境的变化,政府管理的组织结构的调整与管理授权问题已成为各国适应发展的重要议题。 本文以组织重构理论为基础,对在不同环境下如何进行有效的分权问题进行了研究。本项研究的目的是建立组织重构基础上的权力下放方案,并以卢旺达为例,说明了在组织分权结构基础上,不同利益相关方履行各自权力职责的情况并如何实现行政效率的提高。 这项研究通过问卷调查的方式对卢旺达整个国家特别是地方行政和社会事务部的管理改革进行了调研。本文经过数据分析和整理,结果表明,分权治理的组织结构使人们增加了参与决策、执行和监督的积极性,并使管理部门能够获取更多的来自基层的支持。在卢旺达,有效的组织分权管理有效地促进了群众参与的积极性,有效地减少了贫困,并更加符合政府的发展策略与定位,是经济体制改革成功的基础和关键。
