摘要

SYNOPSIS AND THESIS STRUCTURE SYNOPSIS This study is a product of field research in which certain aspects of contemporary Urban Planning in Sierra Leone are broadly and critically examined.Focused on Freetown the capital City of Sierra Leone,this work attempts at providing an explanatory view of the standard of urban planning as practised in Freetown within the framework of conceptual urban planning techniques. Central to this study is an examination of (a) the level of planning,(b) the strategic policy initiatives on Housing and (c) the institutional dimension of the planning structures relating to the problem under review. This explanatory research study will be concluded with suggestions for appropriate planning tools, and strategies that could be employed towards developing sustainable urban communities and improvement of the marginal settlement areas in Sierra Leone. THESIS STRUCTURE The arrangement of this thesis is in three main parts. Part one entails an outline on the background to the geographic location and basic facts of the selected case study, its historical ,physical and demographic characteristics including aspects of political and economic overview which are briefly outlined. As an introductory part, the conceptual framework and an outline on how the study was conducted is also presented. Part two is the heart of this study in which an outline of the evolution of the main urban settlement patterns in Sierra Leone is presented.with an overview of the contemporary urban planning set-up in Freetown and the conceptualization of a master plan. Here also emphasis has been made on the planning of urban settlements and the current policy initiatives on issues related to the housing sector. Part three being the final segment to this work,serves as the end product of the study. It brings out the conclusion and recommendations for strategies and plans to be used as tools to improve the planning status in order to create the foundation towards developing sustainable urban communities in the country.
