基于“双一流”目标的江苏优势学科绩效评价及提升路径研究

摘要

为满足学科发展的要求，加快学科建设的步伐，国家提出了“双一流”目标，将高等教育的重心转移到世界一流学科和一流大学的建设上来。学科是大学建设的基础，学科的质量直接影响着大学水平，建设一流大学本质上是建设一流学科。“双一流”目标强调“中国特色、世界一流”，明确“以绩效为杠杆”对学科实施“动态管理”。江苏省作为教育发展较快的省份之一，早在2010年就开始实施优势学科建设项目，经过近几年的建设发展，已经具备了冲击世界一流学科的基础，但江苏省优势学科建设与“双一流”目标之间仍存在差距，尤其是在优势学科评价体系方面，现有的指标体系和评价方法无法对接“双一流”要求。以江苏省优势学科为研究对象，利用绩效评价手段，构建江苏优势学科绩效评价体系，设计提升优势学科绩效路径，给出对策建议，对提升江苏省学科水平，促进江苏高校发展有重要意义。
　　首先，对“双一流”建设内涵、“双一流”目标下优势学科内涵、“双一流”目标下学科建设特殊性、“双一流”目标下一流学科评价体系特征研究、“双一流”目标下学科绩效评价理论进行梳理，明确研究的理论基础。分析第三次学科评估结果和ESI排名情况，合理评价江苏省优势学科现状和建设基础，提出江苏优势学科建设的问题。
　　其次，构建投入产出型的优势学科绩效评价指标体系，在15组江苏优势学科数据基础上，运用DEA模型及Malmquist指数对江苏省优势学科绩效进行动态及静态实证分析，验证本文构建的绩效指标体系可行性，以便能够有针对性的提出对策与建议。
　　最后，围绕面向国家战略、引导行业发展、瞄准国际前沿、服务社会发展等四个方面，设计提升优势学科绩效路径，从“政府统筹管理，完善江苏省优势学科绩效评价体系”和“创新高校治理机制，打破优势学科对外合作壁垒”出发，提高江苏省优势学科建设水平。
