The Impact on Natural Resources to Economic Development in Cambodia

摘要

The paper has been followed the roadmap of research steps via general concept of natural resources management by government to economic development and poverty alleviation in Cambodia. To begin with，there are four main research questions to be considered:(i). What are the main natural resources in Cambodia? (ii). How do natural resources management effect local economic development? (iii).What kind of managements adopted by Cambodian government? (iv). How importance of natural resources management to economic development?
　　This paper of research method focuses on quantitative and qualitative data. Related documents，books andarticles are searching from internetand libraries and time serried data (2000-2010) analysis for both forest and mining resources. In the interim，field observation with significant areas and interview with high ranking government and NGOs staff are conducted vigilantly in order to get reliable data for specific and concrete analysis.
　　This research illustrates five chapters. First，chapter 1 discusses about research backgrounD.Second，chapter 2 displays about theory review including traditional economic development theory，new economic development theory and economic environmental theory. Third，chapter 3 talks about natural resource and economic development in Cambodia following with current situation of environmental problem of natural resource and current condition of economic development. Forth，chapter 4 analyses two case studies including forest and mining resources management to economic development in Cambodia. Fifth，chapter 5 is the conclusion of thesis with summary of the two case studies.
　　This paper consequently shows the measurement function of governmentpromoting the economic development through managing the natural resources. First case study addresses: The forest protection divided with strongregulation and technical assistance by NGOs. Good governance must be participated via all related institutions in order to promote transparency information and government‘s mechanism to manage land concession to people. Then，the exploiting of forest shown about forest burning for grazing and other purposes，illegal logging was involved by local authority and people to get more income. Utilizing of forest offered a lot of benefit with producing wood and non-wood forest in long term sustainability，provided advantage to general grassroots and contribute the effectiveness of measurement for national income. The valuating of forest has displayed the socio-economic role viaforest income is to achieve 2％ of GDP and perspective forest to economicdevelopment by strict measure by government will benefit the local people and direct benefit to governmentthrough forest commercial. Second casestudy illustrates: Mining resourceprotection must be occupied with government cooperate with NGOs and other stakeholders in order to form specific program on mining activities withsoftware and hardware on searching areas and the draft law on mining promulgated all companies to obey the instruction. The exploiting of miningexpressed the government in-depth work to enhance national income and benefit to local people，also good governance and effective strategy focuson equity and accountability via stable charging taxes and auditing on interest of mining resources and allow making commercial. The utilizing of mining to economic development implicated with project to undertake for economic center and mineral construction on sand，rock，sticky…etc toincrease more benefit，mining implementation must be conducted with goodmanagement to improve tariff and offered job opportunities to local people via foreign companies. The valuating of mining for national income via regular paying taxes from stakeholders and direct assist training general grassroots，sub-degree to economic sustainability work on precious mining preserve for utilization or other economic purpose in the future.Neutrally，the watchful measurement by government must make changed dramatically in term of macro and micro economic development while the benefit offer less with non-government.
