Process Selection, Design and Equipment Selection Under Design-Build-Operate Constraints

Engineering consulting firms (engineers) and owners have long-established procedures and agreements relating to process selection, design approaches, and equipment selection when procuring project under the traditional design-bid-build (DBB) approach. However, with the increasing use of the design-build (DB) and design-build-operate (DBO) approach in the procurement of publicly-owned potable water treatment facilities, consulting engineers and owners are faced with new concerns on limitations for controlling the selection of processes, design approaches, and equipment selection. Many potable water DB or DBO projects are awarded as the result of open design and cost competitions. Due to practical limitations in setting the details of the design criteria package and the details included in the resultant proposals, many process, design and equipment specifics are not knows at the time of selection.
