The Top Layer Design Theory and Its Revelations on the Application of E-Government in China

摘要

This paper introduces a popular design theory of E-government in US government. The framework of the top layer design model of American E-Government is presented first, which includes five reference models such as performance reference model, business reference model, service components reference model, data reference model and technology reference model. Then the drive mode of the top layer design is discussed in detail including business driven and performance driven. Finally, the guidance of the top layer design theory to Chinese government of application of E-Government on the basis of analysis of the general situation of Chinese E-Government development.
