PAVEMENT CONDITIONS REPORTING MECHANISM FOR MOTORWAYS & HIGHWAYS IN PAKISTAN

National Highways & Motorways in Pakistan are built, maintained and repaired by NationalHighway Authority (NHA) and are enforced by National Highways & Motorways Police(NH&MP) . NHA & NH&MP are sister organization and part of Ministry of Communication.Severe weather conditions and overloading effects pavement. Prompt response topavement deteriorations is imperative to control further damage. Swift response to thepavement deteriorations, rapid reporting system is needed so that required information istransferred to the road authorities timely to carry out maintenance and repair work. Forassessing the road pavement condition, a regular patrolling mechanism is needed fortimely observation; which will require large number of employees and vehicles. Therefore,an economical and efficient system is needed to report pavement conditions efficiently.The system of patrolling by NH&MP can serve the purpose of pavement reporting; as onepatrolling vehicle patrol every 10-15 kilometres in every three hours ensuring quick andefficient observation of pavement conditions without any additional investment ensuringhigh cost benefit ratio.Pavement related information will be collected by NH&MP Patrol Officers and will becommunicated to the concerned officials telephonically and through email. The report willcontain information about exact location of the troubled spot recorded by means of a GPS,type of damage along with photographs. Moreover; a digital map will also be maintainedcontaining information of troubled spots and their history of deterioration. When thedeterioration of the pavement is improved; improvement report will be dispatched to theNHA authorities. A mechanism of weekly and monthly meetings will be part of the systemto discuss and evaluate the operational utility of the system and to suggest furtherimprovements to enhance its efficiency.Significance of the reporting system;1.
