摘要

One aspect of road transport is the numerous damages that can occur in their use. Welldesignedroads can minimize the risk of accidents. Extensive efforts for increasing safetyin the world have been done. It is seen in developed countries that accidents are reduced.However, in the developing countries, like Iran, due to budgetary constraints and theshortage of proper infrastructures, addressing the issues of safety is not highly prioritized.This study has surveyed, identified and analysed various factors affecting the roadaccidents in the New Babol-Amol road, located in Iran. Weakness of engineering in theaccidents and safety issues, loss of opportunity to audit and investigate the accidentbefore design and construction, operation and finding black spots are considered as atarget.After determining the amount of consumed investment, accident indexes calculated withRate of Accident and Equivalent Property Damage Only approaches. Accidents, in whichgeometric design is the issue, are analysed. Then, required fund is determined for all HighAccident Locations and other black spots solutions. At the end, it is concluded that bycutting the road safety fund, safety level would remain in a low level. Also, this wouldaccumulate safety issues for the future.
