INTRODUCTION OF TOLL IN THE FINANCING AND MANAGEMENT OF ROAD TRANSPORT INFRASTRUCTURE IN SUB-SAHARAN AFRICA: THE CASE OF CÔTE D'IVOIRE

Enjoying reliable and quality road infrastructures is a major challenge for governments andpopulations; however, after decades of implementing these funds, the bitter fact of theadvanced deterioration of road transport infrastructure is still obvious, especially in thedeveloping countries.In Ivory Coast, a Sub-Saharan African country, the governmental authorities’ will toefficiently deal with the alarming situation of roads which have reached or exceeded theage limit, has led to the creation of tolls. The announcement of the toll cost has broughtanger and discontent among carriers and users, threats of increase in the cost of commontransportation, the criticism of the authorities ...). This tells a lot about the will of variousparties to accept and assimilate the concept of road toll.This article is a contribution to the understanding of a transversal concept. The results ofthis study are supported by a survey of people about the perception, relevance andsustainability of the road toll. Overall, it is a practice to gradually integrate into habits, butmust also be relativized given the cost.
