In this paper, a method for low-resolution video decoder using generalized orthogonal transforms is proposed. A number of new orthogonal transform kernels are invented for video format down-conversion. These new orthogonal transforms are neither forward nor inverse discrete cosine transform. Since the main purpose of using these orthogonal transforms (OT) is to substantially reduce the cost of the HDTV down-conversion system, the kernels of the generalized orthogonal transforms are constructed in such a way that the whole system is computationally much less intensive than the DCT-based minimal error-drift down-conversion sysiem. The fast computational architectures for these OT kernels are proposed. Simulations are conducted for different types of HDTV bitstreams. The simulation results show that the OT-based video format down-conversion method has the property of efficient control of the error propagation introduced by the video decimation.
