In this paper, starting from the relationship between documents and memory, we present a general model for information retrieval based on information processing in the information system and knowledge processing in the human mind. We discuss information retrieval as a dynamic learning process and present the various levels of use and learning implied in the information retrieval in complex situations. Finally we introduce the notion of Information Retrieval Acts (the fundamentals) and a collective knowledge management system FORSIC. This paper is complementary with the paper presented by O. Ertzscheid in these proceedings. They both present two different aspects of our work in collective knowledge management.
