Measurement and verification can be successfully used to understand the performance of an energy savings program despite the absence of suitable baseline utility data. The International Performance Measurement and Verification Protocol (IPMVP) includes a method for circumstances where baseline data is unavailable or unreliable. IPMVP Option D is an approach that can supplant missing baseline data through the use of a calibrated computer simulation. A computer model of the energy using systems (typically a building model) can be calibrated to the post-implementation energy use and conditions. The energy improvements are then removed from the simulation to represent the baseline conditions. The resulting energy use is the baseline under an IPMVP Option D method. Savings can be reported simply as the difference between the baseline and post-implementation models, or the savings can be computed with an on-going IPMVP Option C-type approach. The baseline from the model can be used in lieu of the traditionally used pre-project utility bills in order to compare to performance period energy data and compute savings. This article provides additional details about the implementation of IPMVP Option D measurement and verification.
