TECHNOLOGY OPTIONS FOR A CONGESTIONBASED METHOD OF REIMBURSING TRUNK ROADOPERATORS

This paper examines the technology options available for a new method of paying roadoperators based on congestion. Design, Build, Finance and Operate (DBFO) projects occurfrequently in the UK. Various financial models have been tried for reimbursing contractors.The congestion based system presents particular challenges for the system designer. Thepaper examines the mechanism, the data requirements and the available technology.ANPR (Automatic Number Plate Recognition) appears, in principle, to provide an idealprimary solution. However there are shortcomings, and a backup system is required. Thepaper draws conclusions about the likely technological options for this payment mechanism.
