HOW TO BOOST I.T.S. INDUSTRY AND SERVICEPROVISION? SOME EXPERIENCES FROM OULUREGION

The city of Oulu and regional authorities dealing with ITS have analysed the structure of ITSindustry in their region and tried to find ways to boost the ITS industry and service provision.The analyses have revealed that the bottlenecks of industry boost are neither technical norfinancial. The main problems lie in the structures of administration and industry, which areslow to adapt in the changing environment. This is especially the case in the transport sectorwhere the state-of-the-art practices have a long history. After three years of analyses,consisting of several studies, workshops and co-ordination actions, the main bottlenecks havebeen identified.
