Delivering High Speed Rail to Time and Budget

摘要

High Speed Rail projects are large, complex and take many years to complete. They require a full understanding of the complete project life-cycle from early aspiration to operation and maintenance. Using High Speed 1 in the UK as a case study, and referring also to the proposed new HS2 in UK, the paper describes the interaction and dependencies of the way projects are conceived and managed, on the potential outcome.
