In early 2000, the Louisville and Jefferson County Metropolitan Sewer Districtrnsuccessfully culminated its nearly decade-long search for an entirely new, affordablernscheme for biosolids management. MSD awarded a design-build contract to replace thernlow-pressure oxidation (Zimpro thermal conditioning) system at its Morris Formanrnwastewater treatment plant with alternative solids processing facilities consisting ofrnanaerobic digestion, mechanical dewatering and thermal drying. The existing thermalrnconditioning system had ably met MSD’s needs for solids mass reduction andrnstabilization for many years, but was reaching the end of its useful life and had become arnlightning rod for neighborhood activists long concerned about its odors.rnMSD’s Alternatives Solids Project (ASP) is based on a creative processing schemerndeveloped by the Joint Venture of Black & Veatch Corp. and J.S. Alberici Construction,rnInc., which makes maximum utilization of existing infrastructure at the Morris Formanrnplant to house the new process equipment. The symbiotic coupling of digestion andrndrying, plus the scale-up of the heat drying technology to unprecedented levels will resultrnin an up-front savings to MSD of over $25 million, and savings in annual operations andrnmaintenance expenses of up to $4 million.
