STRATEGIC FINANCIAL PLANNING - ALIGNMENT WITH BUSINESS PLAN GOALS (A Case Study for the Metropolitan St. Louis Sewer District)

The objective of this paper is to present a case study of how the Metropolitan St. Louis SewerDistrict is meeting the financial planning challenges faced by wastewater utilities throughextensive community involvement and strategic planning. The paper will discuss thedevelopment of the utility's first strategic business plan, identification and prioritization ofcapital improvement projects, and the development of an adequate financial plan, includingthe preliminary impact of the newly formed Rate Commission on the wastewater rate designprocess.
