LESSONS LEARNED FROM OPERATION AND MAINTENANCE OF COMBINED SEWER OVERFLOW DETENTION BASINS

In Southeast Michigan, the recognition of combined sewer overflows as a majorrnproblem prompted the institution of the Rouge River National Wet WeatherrnDemonstration Program. This program includes the construction of nine CSOrndetention basins of varying sizes and design. Collection and analysis of flow rates,rnwater quality parameters and operation and maintenance information is still ongoing.rnOne of these basins, the Inkster CSO basin has been in operation since Decemberrn1996.rnThis paper will concentrate on the lessons learned about CSO facilities during therndata collection phase of the demonstration program. The focus of the paper is onrndesign and operational issues encountered during the evaluation program.
