In order to address an important need in the transportation and air quality communities, a comprehensive modal emissions model is currently being developed under sponsorship of the National Cooperative Highway Research Program (NCHRP Project 25-11). The key objective of this research project is to develop and validate a computer model that accurately estimates the impacts of a vehicle's operating mode on emissions. This paper briefly describes research to date on the development of the model along with its associated vehicle testing program. The overall concept of the model is then described, followed by a discussion of how the modal emissions model can be integrated into various transportation modeling frameworks. Numerous integration issues are discussed, including vehicle fleet distribution, vehicle operating parameters, temporal level-of-detail, and vehicle aggregation. different examples are given describing how the emissions model can be utilized by microscopic transportation simulation models, by mesoscopic models, and by the conventionl macroscopic transportation plannign models.
