The resource equilibrium optimization is one of the main contents of project management Analyzing the resource requirements thoroughly and systematically, and making resource -equilibrium optimization is of significant importance to improve the overall efficiency of project construction. This paper started from the optimization of resources balanced parallel scheduling problems, and discussed multi-resource scheduling problem in detail under resource-constrained using PSO with Inertial Factor to the equilibrium and optimization of resources. According to the experimental analysis, PSO gets a good result in resolving the problem, but in most cases. Particle Swarm Optimization Method is faster than genetic algorithm on convergence speed.
