Fernald Information and Records Transition to Site Steward

The process of shutting down and transitioning a U.S. Department of Energy (DOE) site to a state of legacy management includes the decommissioning, demolition, and remediation of the facility as well as the transition of all relevant records and data (operational and environmental) to an off site repository accessible by the future site steward. Some records, primarily historical may be static. Environmental data may not be static, as in the case of groundwater quality data, and thus allowances must the made so that as new data are acquired, it is easily made available to all interested parties.rnMSE Technology Applications, Inc., is tasked with assisting Fluor Fernald, Inc. during the transition of the DOE Fernald site from an operational facility to the legacy management phase. MSE's tasks relate specifically to the identification of transition needs with respect to data systems. These include the identification of functional requirements for data access and developing a methodology to streamline the data and or information transfer to a repository.rnTo accomplish these goals, MSE has focused efforts in two areas. The first is documenting the data and software systems at Fernald in a consistent, understandable, and easily accessible format. This includes documenting the system name, system description, system owner, data flow diagrams, system documentation, manual, etc. To aid in the accessibility of the information that is being documented, MSE will make it available online through a web browser.rnThe second area MSE is focusing efforts on is developing a geographic information system (GIS) project using ESRI's ArcView? and ArcIMS? systems to provide the future site steward(s) with an interactive environmental data repository. It will have the ability to display data in an informative map view and the ability to perform statistical calculations required by the final remediation plans.rnSystem documentation efforts are moving forward (approximately 50% complete) and a prototype web page has been developed. The GIS project is available online through a web browser and is in the final operational review stages. Currently, all available soil data has been entered into the GIS database and the statistical module is operational. These efforts have resulted in the establishment of a process for smooth transition of records to the data repository. The data repository will make the records available to the future site steward.
