The County of Orange, Integrated Waste Management Department (IWMD) had been utilizing a proprietary,rnIBM AS400-based Landfill Fee Collection and Accounts Receivable system since 1989. Although thisrnsystem met IWMD’s operational needs for that period, significant system enhancements were required tornmeet current and future business goals. IWMD retained the engineering consulting firm Bryan A. Stirrat &rnAssociates (BAS) to perform a Landfill Information Systems Technology Study (LISTS) that would providernthe direction for the development of an innovative landfill information system.rnBAS and IWMD recently completed Phase I of this project, implementing an integrated Landfill FeernCollection, Accounts Receivable and Waste Reporting system that met Phase I goals. This paper will discussrnthe definition of the Phase I system requirements, selection and implementation of a state-of-the-art landfillrninformation system, and the productivity and efficiencies realized.
