REFUSE COLLECTION FOR SURVIVAL BY A REGIONAL AUTHORITY IN INTEGRATED WASTE MANAGEMENT

This paper relates the entry of the Northern Tier Solid Waste Authority, a rural integrated solid waste authority in north central Pennsylvania, into the waste collection market. Its reasoning, success and trials are presented in the views of David Terrill, Executive Director of the Authority.
