The impact of the 911 event in New York has impacted almost every sector of our lives in some manner. This is very evident in the revised approach that is being taken to design buildings for the Department of Defense (DOD). Since the 911 event, a United Facilities Criteria (UFC) guideline document, which is jointly developed by all the DOD entities (Air Force, Navy, Army), has been in development. These guidelines are very different from the ones used to design the General Services Administration's (GSA) Federal buildings. Some engineers may have been exposed to the early versions of the guidelines - the INTERIM DEPARTMENT OF DEFENSE ANTITERRORISM / FORCE PROTECTION CONSTRUCTION STANDARDS of 31 July 2002 -document but the final document is sufficiently different in its approach with respect to risk classification, engineering level of effort for implementation, and construction cost of implementation that a fresh look at the overall impact on a structure is of benefit. The latest version of the UFC 4-012-06 DESIGN OF BUILDINGS TO RESIST PROGRESSIVE COLLAPSE will be released to the general public in June 2004. The subject of this paper is a set of case studies that were performed to determine the cost impact on new buildings of implementation of these guidelines.
